This Administrative Order is the nucleus and pattern of the
World Order adumbrated by Bahá'u'lláh. In the course of its divinely propelled
organic growth its institutions will expand, putting forth auxiliary branches
and developing subordinate agencies, multiplying their activities and
diversifying their functions, in consonance with the principles and purposes
revealed by Bahá'u'lláh for the progress of the human race.
