He is urging the Baha'is everywhere to try and have the
Baha’i Community representative of the population of the country insofar as
possible; in other words, where the majority of the people are Hindus, to try
and have a majority of Hindu Baha'is; where the
majority are Christian, Christian; where the majority are Negroes,
Negroes, etc. In this way the Cause is more deeply identified with the life of
the people of the country.
